Plan to pave the way for a more vibrant Manly

A new chapter could be on the horizon for Manly’s after-dark scene.

Northern Beaches Council is proposing amendments to the Manly Local Environmental Plan 2013, clearing the way for an 18-month trial of a Special Entertainment Precinct, known as an SEP, as part of the NSW Government’s Vibrancy Reforms.

If approved, the trial is set to begin in Spring 2026 and will run under a dedicated Precinct Management Plan. This plan will outline clear sound criteria, maximum trading hours and a straightforward process for managing community feedback, aiming to balance live entertainment with neighbourhood amenity.

Mayor Sue Heins has welcomed the next step, describing the proposal as a significant move towards reinvigorating Manly’s night-time economy.

“Manly has always been a destination,” she said. “These amendments are a crucial step in helping to reinvigorate Manly’s night-time economy, boost jobs and showcase the area as a vibrant, creative hub for both locals and visitors.”

Under the proposed changes, businesses would find it easier to host live music and entertainment, reducing red tape while still operating within clear guidelines. Council will continue to work closely with a Precinct Working Group, along with local businesses, residents and creative industries, to ensure the trial delivers positive outcomes for the whole community.

For locals who have long championed live music, cultural events and a more dynamic evening offering, the SEP could bring fresh energy to Manly’s streets, restaurants and venues. At the same time, the structured framework is designed to safeguard safety, amenity and community wellbeing.

“By working closely with local businesses, residents and creative industries, we can strike the right balance between vibrancy and community wellbeing,” Mayor Heins said.

Council is now inviting the community to have their say on the proposed amendments. Feedback is open via the Your Say page until Monday 9 March 2026.
