Northern Beaches Council is progressing plans for the future of Brookvale, with a precinct planning framework set to unlock new housing, jobs, public open space and community infrastructure in the Northern Beaches’ largest strategic centre.

Council last night agreed to submit the Brookvale Precinct Planning Proposal to the NSW Department of Planning, Housing and Infrastructure for endorsement to put the proposal on public exhibition.

The Planning Proposal implements Council’s adopted 2023 Brookvale Structure Plan and establishes a long-term framework to guide growth, infrastructure delivery and high-quality urban design outcomes across the precinct in a planned and strategic way.

Key elements of the proposal include:

•           up to 2,900 new homes close to jobs, services and public transport

•           new public parks, open spaces, town centre and community facilities

•           the retention of industrial land and 49,500sqm of additional employment floor space

•           a 5 to 10% affordable housing target

•           growth tied to the delivery of new public infrastructure and public domain upgrades

•           prioritising transport and road network upgrades.

Northern Beaches Mayor Sue Heins said the proposal builds on Brookvale’s role as the Northern Beaches’ largest employment centre and has been developed following many years of consultation and preparation of technical studies.

"Brookvale is the economic heart of the Northern Beaches and this proposal provides a clear plan to accommodate future growth while preserving the creativity and employment strengths that make the precinct unique," Mayor Heins said.

“Importantly, the proposal celebrates what makes Brookvale special – its vibrant arts and brewery scene, thriving businesses, quality health services and industrial heartland while revitalising the Pittwater Rd corridor.

“It creates more housing opportunities close to jobs, public transport, shops and services, linked to upgrades and improvements to roads and footpath connections, open space, community spaces, and other public infrastructure.”  

Under the proposal, a contributions levy would apply to development to deliver required public domain infrastructure and road upgrades. Additional building height and floor space opportunities on key sites will only be available where developments deliver identified public benefits.

“Following endorsement by the NSW Government, the Planning Proposal and supporting documents will be publicly exhibited, providing the community with an opportunity to review and provide feedback on this significant project.” Mayor Heins said.
